Airfield Services & Logistics
We are experts at Airfield Services & Logistics. CAV International provides air terminal and ground handling services and passenger terminal operations for the US Air Force’s Air Mobility Command, the air component of the US Transportation Command (USTRANSCOM). Located at Scott AFB, Illinois, USTRANSCOM provides air, land, and sea transportation for the Department of Defense, both in time of peace and time of war.
AMC provides strategic and tactical airlift, air refueling, and aero medical evacuation services for deploying, sustaining and redeploying US forces wherever they are needed. Many special duty and operational support aircraft are also assigned to AMC (including Air Force One). AMC's air fleet provides swift response as an element of America's global reach.

Management Team
Carroll A. Vaughan Jr.
President, CAV International
Mr. Vaughan is a retired military officer with over 33 years of Logistics experience. He holds a BS degree from Embry Riddle Aeronautical University, majoring in Aviation Management. His assignments have taken him from the Far East, Middle East, South America, and Europe to the establishment of CAV International.
Bill McLendon
COO
Mr. McLendon is an accomplished senior executive in the aviation services industry. Prior to joining Ranger International, he was President and CEO of JetCorp Technical Services in St. Louis, MO. Mr. McLendon has also held executive positions with Aircraft Service International Group, Stevens Aviation, ATS Aerospace, and ARC Corporation. He holds an Engineering Mechanics degree from the U.S. Air Force Academy, where he graduated first in his class. A Rhodes Scholar, he holds B.A. and M.A. degrees from Oxford University, England. Mr. McLendon completed intensive graduate study in business finance, mergers and acquisitions, including the Wharton Business School’s Executive Development Mergers and Acquisitions program. He serves on the Aviation Technology and Maintenance Committee of the National Air Transportation Association. Mr. McLendon was an F-15 pilot in the U.S. Air Force.
Dave Noblin
General Manager, Kuwait, CAV
Mr. Noblin has over 25 years of success in Logistics/Transportation Management fields. He is a 22 year Air Force Veteran with extensive experience in allocating and managing revenue-generating resources in material distribution networks through all modes of transportation. He received a Logistics Management degree from the Community College of the Air Force. His areas of expertise include Terminal Management, Human Resource Management, Port Operations, Vehicle Fleet Management, Traffic Management, Inventory Control, Customer Service, Quality Assurance, warehousing, Training and Facilities Management.
Mike Kreisman
Controller, CAV
Mr. Kreisman has 30 years of Financial / Accounting experience in both public accounting and business and industry. Former experience includes 5 years of public accounting background with a regional CPA firm, 20 years as Controller a large textile manufacturer, 5 years as Accounting Manager of IAP Worldwide Services. He received a Bachelor of Science degree in Accounting and Economics from Queens College of the City University of New York in 1980.
Shannon Carney
VP Business Development
Mr. Carney is a seasoned senior aviation executive with over 15 years of management experience. His most recent position was as a Senior Vice President of Operations for Aircraft Service International Group. He has managed operations in numerous cities around the country and is very comfortable in high change environments with demanding customers. Mr. Carney has also spent three years as a Senior Director of Sales and Customer Services which gives him the unique work experience and perspective of both Sales and Operations. Mr. Carney spent five years in the United States Army lastly as a Company Commander at Fort Benning after attending the United States Military Academy at West Point and graduating with a Bachelor of Science in Engineering.
Paul M. Chamberlain
Vice President, Europe, Africa, and Middle-East
Mr. Chamberlain is a seasoned manager who brings over 24 years of experience in air traffic control, air transportation, logistics, project management, and business development. He is a graduate of Embry-Riddle University who brings a diverse dynamic to CAV International. His is a 12 year veteran of the United States Navy and spent nine years working with the United States Air Force ultimately running one of their largest Base Maintenance Contracts. His expertise in international operations earned recognition from the King of Spain with the award of the Cross of Naval Merit.
Steve Townes
Chairman, RISG
Mr. Townes is an aerospace entrepreneur with almost 30 years experience running and growing large scale aviation services operations in both the military and civilian arenas. As CEO and Founder of Ranger Aerospace, he has led Ranger’s efforts for the past 12 years in the successful acquisition and growth of Aircraft Service Intl Group to over 4000 employees (www.asig.com) and Keystone Helicopter (www.keystonehelicopter.com), Ranger’s two largest “realized” investments. With Keystone, Townes and the Ranger team drove growth efforts that resulted in tripling of revenues and profits in 4 years. Keystone reached $125 Million in sales and was sold to a strategic buyer for over 9 X EBITDA, yielding 51% “IRR” to institutional equity shareholders. Townes is a West Point graduate, earned an MBA at Long Island University, and is a PMD alumnus of Harvard Business School. He earned the Eisenhower Award upon graduation from West Point, and served in the Army’s Rangers as a young officer before commencing his distinguished aerospace career. Townes also served as a “Lancero” in Colombia, South America.
Jeffrey P. Hartman
CFO, RISG
Mr. Hartman holds an active CPA license for the State of Florida and has numerous years of CFO experience in Private and Public Companies. He has over 20 years of aviation industry experience with KPMG, Signature Flight Support, Aircraft Service International Group and Sentient Jet prior to joining Ranger International Services Group. Growth Environments are a specialty of his as all of the companies have experienced rapid above market growth and as such is fluent in large scale integration efforts. Mr. Hartman has worked with numerous Private Equity Groups such as CIBC, John Hancock, HSBC, AIG, Argosy, ABS Capital, CD Ventures, Brantley Partners and the Seligmann Group. Mr. Hartman received his MBA and MA in Accounting from Northeastern University in Boston, MA.
